REP renewal rejected 5 days before expired

Hi guys, I am currently doing my PhD overseas and I have not been home/visited Sg since corona time. I just recently applied for renewal of my REP and today I found out that I got rejected for REP renewal (5 days before expired date). For the past two years, my REP renewal has been granted (each time renewed for a year). However, this time they just reject it without any reason. I am going to finish my PhD this year and hope to return to Sg to find a job. So, I am currently lost and not sure what to do as I cannot leave the country for the next 3 months (due to visa issue).

1. Can I still return to Sg after losing my REP and PR?

2. What're the chances of finding a job and getting a permit in Sg after my PhD and losing my PR my PhD) in less than a year?

3. Is it possible to appeal? If yes, what should I do?

4. Do you have any suggestion how I should proceed?

You might be in high water. If you managed to get two 1 year extensions, that is twice as many as most get. I wish you luck. I don't have any anecdotal evidence of anybody ever getting 3 1 year passes in succession while still out of the country. However, with covid I'd have to say it's a new ball game so let us know how it goes. I reckon unless you return to Singapore you will not get the 3rd one, if at all. Yes, you can return to Singapore but you will only be allowed in on bog standard social visit visa for whatever is the normal for your country of origin. However, if you come from a country where a visa still required, ensure you get that visa so you don't' get turned away at the gate. Also be prepared to have to pay a fine IF they allow you to get a new REP.

You can appeal, my in-laws have gone through this on several occasions. You have to write in and explain why it is justified (with evidence from your university), you should express your unwavering commitment to return to SG after your studies are completed. I honestly believe you have a decent shot at an appeal under your circumstances, but don’t be surprised if they only extend up to your graduation date, or very close to it. Good luck!

PhD takes typically 3-5 years to complete. How this timeline fits your situation?
Scenario 1: you left the country at the end of your 5y REP validity (so you spent 4y in SG) and you still got 1y only?
Scenario 2: you left with plenty of REP time (3-5y) then why you needed to extend it 2x 1y?

Covid IMO is a good excuse for 2 years and he got 2x 1y extension so something better may be needed.
