Strong Eagle covered it. Unless you are a Singapore citizen or permanent resident, you will need an EntrPass/employment pass/work permit to lease an apartment. Simple as that I'm afraid.

If you are self employed and planning on conducting business in Singapore, you will need to be registered with with ACRA with a business entity and your business entity will need to apply for an employment pass for you from MoM.
