You are perfectly entitled to having your doubt, of course, but I have given an accurate summary of what I was told by the admissions officer in question and as I am of reasonably sound mind I don't think I misunderstood. In any case, I shall continue to be patient and await the outcome.I doubt the admissions office used or defined the word "fair" in the way you did in your OP. And there was never any mention that everyone would be admitted at the same time
