How do you interpret "Malaysia born Singaporean", and why Singaporean needs PR?

I interpret it as he is a Singaporean who was born in Malaysia, and the PR was for his wife. Did you read the whole post? :P

It means he was Malaysian-born who got Singaporean citizenship and he was referring to PR application for mainland Chinese wife only (since he himself and his child already are citizens).
