Yes it does! It's a bit cobbly, but, I have a friend who commutes by it daily and I have too ridden it in the last couple of weeks - until about 4 weeks ago it was jungle, but, with the construction works they are doing down there (assumed something to do with MRT/new roads around there) they have actually cleared it up.
Yeah, Marina Expressway.
As of ~3 months ago, it was completely blocked up and fenced. I had some foreign workers yelling at me to go away as I tried to trailblaze a way through. Maybe now since the express is opening in a couple of weeks there is a way.

Instead of proximity to the park itself, consider being somewhere on the park connector system.
We have the park connecter right outside our
condo. It would probably take about 10 minutes to bike there. We often walk there on the weekends.
Some park connectors are pretty terrible though; Kallang River PC has six or seven overpasses with stairs to cross over in a ~5km stretch. The Siglap one (from ECP) has one right after you cross PIE going north. The whole system is kind of crappy for biking all over, unless you enjoy stair-climbing with bikes.
ECP is a pleasure to cycle at weeknight evenings, mornings, or even weekends before 9am. I am a fan of the Bishan Park area Lynx recommended though.

It's been passable for 6 months, just tell the foreign workers to f*** off! Better now though.

Are you talking about a link between East Coast Park and Gardens by the Bay? If so how do you get onto it? I always cycle Tanjong Rhu. Would like to avoid that if there is another option.

The one I know about involves cycling west over that bridge at the ECP trail and Fort Rd (just west of the Starbucks). You can continue along maybe another 500m, and then you ran into a big construction fence. There is/was a dirt trail that ran along the edge of that fence (which is the Marina Expressway construction) but that's where foreign workers chased me off and said it's not public.
