So if you have the misfortunate of working for idiots make sure they actually do it, and MOM doesn't lose it forget etc....and that they actually do let the rest of the government know (ie, the tax people). They are supposed to but it doesn't always happen. Check, check, and check again.
Actually as EP/DP holder, you can update MOM yourself by logging in with your Singpass. I do that each time I move within my employment period.

Works fine from my place.
I believe for Singpas you still need to arrange some parts of the process in person as they have to verify your identity.
Edited: now I can see they can also mail it in so there is fully online procedure.

You can get Singpass from your local Community Centre.
Also (although it is a huge invasion of privacy and would not be tolerated by the populace in most countries) it does make it easy to do ebay, sell cars, swap details after an accident - whey you can usually trust what is on the NRIC.

Yeah, Singpass is so convinient to have even as an EP holder.
I log in to IRAS/file my returns using Singpass.
I have check my PR application status using Singpass.
I have changed my address using singpass
I have applied for PEP online using singpass
I have got PEP cards issued/set up appointments using singpass
I applied for the Singpass at the CPF building in Tampines. Just walkin with your passport and your EP and it takes just 5 mins. They ask you to choose a password and the user id is your FIN.

I remember trying to get it online but AFAIK it will be sent to your address:
https://www.singpass.gov.sg/sppubsvc/req1.html
and in order to have your address updated, you need the singpass. Chicken and egg situation
Hence I had to go to the CPF building, which is near Tampines MRT, not a pain at all.

Who is it aimed at?
I've never had one. Can't say I've a need to, in fact I've barely heard of it.
I seem to recall you can use one to logon to the 'free' (lol/irony) internet at Changi, but that's presumably so they can monitor your surfing while you're on the way out.

The last time I tried Changi Wifi, I had to queue and show them my passport to get the passcode for wifi. I dont remember seeing the singpass option.
For browsing on the PCs in the airport, you dont need singpass or any other identification.

When I had come to Singapore, the company I was employed under(and their address) was completely different from the company I actually worked for. But now they are the same. Its much easier now.

SingPass? It's aimed at anyone who wishes to use Singapore government eServices. Some services require you to use it and only can be done online, others are a convenience so you don't have to walk all over the island and wait for hours.

That's exactly what it is for. Might be an eTerrorist (see thread about anonymous) performing eTerrorism from there.
It's the same reason you need a passport or I/C to get a pre-paid sim card. As opposed to the US say where you can buy a trunk load of pre-paid mobiles at most 7-11s.
