Our bomb shelter is situated on a corner with the apartment. On each of the two external sides is a c10" circular vent, with a seal-able cover mounted on four rods. One vent is open, the other closed.
I was in there this morning and it is smelling a bit musty (i.e. of mold), so I'd like to open the 2nd vent to allow through-flow of air. However, I can see no obvious means by which the vents open and close, and the open one does not appear to want to move at all, not even 0.1mm, if pushed.
Any clues would be appreciated!

Mine are 2 portholes with mesh over it.

Mine has one open hole (and I cannot move the cover also) and one which has been filled in on the living room wall side
I find myself leaving the door open for a while every now and again to stop the musty smell.

I had a similar situation. on close inspection, I noticed that the metal plate was painted over. on close inspection found 4 screws. unscrewed them and the plate came off. my 2 cents.
