SP can not assign the IP range to belong to this or that country. Only Regional Internet Registries can do this, here AfriNIC.

not to drag this, but if you purchase your own ASN, you can route it anywhere you fancy, on any ISP you fancy, as long as your CIDR information is maintained prim and proper ..
