SE, you are still trying to link all together as being the same thing.
I agreed last year to pay all of your "existing" bills but refuse to pay any "new" bills.
This year you buy something new. My agreement was to pay your existing bills. I am still willing to stand by my agreement to pay your previous bills, but I am not going to pay for something new, especially something I didn't agree to beforehand.
Pretty simple to me. Each item in the budget is broken down. It's not all lumped into a single sum when it's being determined, therefore it's the sum of it's various programs. You create new programs that I didn't agree to, I'm not paying for it.

SMS, sorry I have to agree with SE on this one, where the Soda Machine is of course Obamacare.
It has been voted on and approved by the majority multiple times and even in a Presidential election but Tea Partiers don't want to fund it so hold the planet to ransom. There isn't much to 'negotiate' on. Obama won a mandate for his healthcare plan and THAT is what GOP want to defund or delay. The Tea Partiers don't give a stuff about anything else but want to negotiate on the one thing Obama won't negotiate on.
We don't negotiate with terrorists or blackmailers, unless they're from Somalia in which case sometime we do and sometimes we don't, sending in the Marines instead to blow you away. So, which option for the Tea Partiers.......Yippee-ki-yay.

The only flaw in that line of thought is that Congress *did* agree to it. If I buy a car and a cupholder breaks, I can't stop making payments on the whole car while I negotiate with the dealer to fix it.

There was a spoof about the shutdown on "Saturday Night Live" with actors playing the roles of Speaker Bohener and Congresswoman Bachmann. Funny how some of Bachmann's supporters thought that was really her (I guess that speaks to some of the intelligence of her supporters--and maybe their eyesight as well).
