NS Liability... Again

Sorry guys, my first post and I have to trouble SMS, MS and everyone about NS stuff again.

I tried reading up as much as I can on the issue of NS liability but it's quite a daunting task given the overwhelming info here.

Anyway, here's my story. I'm a SG citizen, wife is from HK and was a SPR when our two sons were born. Children are SG citizens too. All of us moved to HK last year to settle. We recently applied to HK immigration for HK PR but failed because she was a SPR when she gave birth (!!!). The only way now is naturalisation in 7 years of stay.

Problem is my children are 8 and 5. By then they would be 15 and 12 and pass the 11yo mark required to get a foreign citizenship.

My question is - Is it possible to "signal" to CMPB our intentions to renounce their SG citizenship now? Since the elder one already left SG before 11yo and not benefiting any education/social/medical benefits.

Any idea on how we can proceed from here?

Yes, that was the very post that I read before I started this thread. The problem is, my children can't get a HK passport before age 11 yet they already left SG now. From the posts, I gathered that once you renewed at 11yo, that is considered as a gone case. Is that right?

Can the said child simply not have a passport at that time in order to be able to renounce sg citizenship while waiting for the HK one? Of course that precludes the possibility of international travel.

I did thought about that but don't think it will work because one needs to have a valid passport for the immigration to grant a visa to stay in HK.

Incorrect. As long as you apply Exit Permit at 13 and states your intention to renounce his SG citizenship when the child turn 21, you can apply SG PP. Though you will only get 2 year validity on a 5 year SG PP, it can be extended . You need a valid SG PP to stay overseas. get the approval for defermentn till 21 then go from there

Let me try to digest what you mean -

1) State intention to renounce SC at age 13.
2) Continue to renew SG PP even pass age 13.
3) Apply exit permit from age 13 to 16.5
4) Apply deferment from age 16.5 to 21
5) Renounce SC at age 21

Is that what you are suggesting? At what age must the child get a foreign citizenship? Would it work?

You have it right. But make sure you wait until you have confirmation of receipt of the notification of intent to renounce before you renew the passport.

Well... here's the official reply I got from CMPB -

Dear Sir,

Please refer to your email dated 13 Sep 2013.

We assess NS deferment till 21 years old, pending renunciation of Singapore Citizenship on case-by-case basis and each case is considered on its own merit. We will only assess both your sons’s eligibility for NS deferment when we have received your application.

We do not disclose the basis of consideration for NS deferment till 21 years old.

You are making this decision on behalf of your son who is not wise enough to know the correct choice. But, in doing this, you may prevent him from living and working in Singapore in his future or of becoming a citizen here. Is it really worth the hassle and potential price? Why not have him do NS? It's the honorable thing, anyway.

Well... here's the official reply I got from CMPB -

Dear Sir,

Please refer to your email dated 13 Sep 2013.

We assess NS deferment till 21 years old, pending renunciation of Singapore Citizenship on case-by-case basis and each case is considered on its own merit. We will only assess both your sons’s eligibility for NS deferment when we have received your application.

We do not disclose the basis of consideration for NS deferment till 21 years old.

You have to submit the application to defer your son till 21 in order to be assess on ITS OWN MERIT. That is what they are telling you.
For those that have got their approval to defer, CMPB albeit Mindef will not tell them why and what they had done to get it approved.
I am giving you about 95% accuracy on how they based their approval.
You may ask how in god's name I know this, well for one , my sons have done it , I am former Gahmen toilet cleaner and I am the dog of the gahmen at one stage.
