Applying for a visa in SG is $5 cheaper than having an on-arrival visa issues - there is a limited amount of countries that can get an on-arrival visa so read the document.
Just a note about the visa. You will usually need to get a visa before you board the plane. Visa on arrival for Myanmar is very rare and is usually restircted only for business. For a business visa on arrival you will need a letter of invitation and a company certificate from the business.

Now i'm not saying that you can't get a visa on arrival for leisure purposes, i'm just warning that you may have problems. When i went about a month ago i had a business visa on arrival. Even at check-in at Changi, the staff there were getting really funny aobut the fact that i didn't have a visa despite the paperwork i had for one on arrival.

But anyway. Hope the visa's will be fine for you and have fun there; i did :)
