Condo TOP

As we're getting close to our house hunting trip to start, I'm curious about the reality of the TOP year on various condos. We see a number of places listed as for rent, but the TOP year is 2014 or later. I've looked at posts here and elsewhere and this seems a little fuzzy still. Can anyone clarify what the TOP really is? My best guess is the TOP year is when all construction is completed, but it might have some units open and livable prior to that. Am I close?

Temporary Occupation Permit(TOP) is a temporary permit to allow owner to occupy the building when the key regulatory requirements are met as it may take some time to obtain the Certificate of Statutory Completion(CSC). However, application may be made directly for a CSC when all the requirements have been complied with.

In general, TOP means the date you get your keys to your unit and can move in.
And normally it refer to the whole project, not one or some unit.
However due to the numbers of unit, not all owner will get the key on the same date.

At the risk of sounding obtuse here, is it then normal to have a TOP for next year and be able to move into a condo unit this year? :???:

Impossible.

Before TOP, that project still under construction.
Not open to public/unit owner or even tenant.

Sometimes the TOP date in . and other such sites is simply not accurate.

This is not true. Many condos these days are finished before TOP. For instance look at Adria (Novena), TOP 2015 but it is finished and units are ready to move in.

most condo only mention expected/projected TOP date.
No one will know when is the actual TOP date.
If the property agent advertise while the project still in construction. He just make a wild guess.

TOP is the day you got your key and can live inside the house. while completion usually means you got the property certificate
