ERP gantry waiting

Continuing the recent topic... I thought waiting in front of the ERP gantries is the thing of the past but today I was traveling along PIE near the Lornie / Whitey Rd exits almost exactly at 9am and the number of motorbikes/cars stopped at the shoulders was unbelievable. I tough first it was some kind of road block or an accident

I believe they have camera on ECP to discourage people from doing that. I have seen cars pulled over in the round-about by the Fort Rd exit in the morning though, just before the gantry... No camera there.
