Police background Check for job

Hi,
I am a Singapore PR and have recently been interviewed for a job. They say that they will further proceed after a police background check formality because I would need to work in a government owned data center and this is the requirement to work there. Can anyone tell me how long it may take?
Once I was stopped at woodlands checkpoint while coming back from Malaysia and I had a single cigarette packet which was not opened. They did not fined me but only asked me to pay the custom duty and also warned me. Is this a criminal offence?

4 to 8 weeks, from what I know, is the norm for the clearance.

No, having a pack of smokes is not a criminal offense.
