I was about to ask the exact things that zzm asked.

Essentially it sounds to me like Porsche owners like in a HDB.

The bigger joke is that the council tenants can own the houses but the council themselves can't build the houses to replenish. A huge policy flaw if you ask me.

No. If you live in any borough and are considered in need of a provision of housing, then that borough legally has to provide it. [Side reference: Romanian immigrants turn up in a truck, and get to live in £2m Kensington villas funded by taxpayers who themselves can't afford to buy £60k homes elsewhere]. EU law ... ain't it just great.

'Council housing' I think was an idea born out of the post-war era. I can see the idealism of it, and also the downsides. Perhaps the 'Projects; in NYC have parallels?

p.s. the original idea of UK council housing, was providing homes at 'fair rents'. Over time, that meant cheaply, or in a non-exploitative manner. It's a double edged sword, some council rents are just silly, like £9/week for a house, the flipside is councils are labyrinthine aerosoles to have to deal with. And so on ... council estates can be ghettoes of unemployment, and all that goes with it ...
