Pr chance for me

Hi all,
I'm going to apply PR in jun 2013. Please advice me .

About my self
Male=39years , Site Engineer
Myanmar
6years working in singapore
Holding E pas
Salary S$ 54000 annual income

My wife
Graduate , Myanmar , 35 years old
DP pass holding since last two years
Not working

My daughter
DP pass holding since last two years
Kindergarten 2 at PAP
7 years old

2009 march .2011,2012 my pr application rejected

Their reason can stay and work with this pass .

Now my plan will be apply Pr in June because my daughter will be learn primary in next year . my family want to settle at here .
And we need to one more baby .

Please advice me

With your history of rejections, very low. If the letter didn't tell you to reapply after X years, they probably won't approve your PR even if you apply again.

Moreover, your skillset is not prized according to government standards, your pay not high, your wife is not working and your daughter cannot be enlisted for NS.

Me:
Myanmar Nationality (30's plus)
Engineering Degree Graduated from Myanmar
Project Engineer
Salary S$ 4.5K plus
7 years plus continue working & staying in Singapore (5 years tax paid)

My Wife:
Myanmar Nationality (30's plus)
Master Engineering Degree Graduated from Myanmar
RTO from consultant
Salary S$ 4K plus
4 years plus working & staying in Singapore ( 3 years tax paid)

My Son:
Myanmar Nationality (3 yr plus)
Born in Singapore (Singapore Registered - Birth Certificate)
DP holder (Has been 1.5 years schooling at Child Care Center)

This year, January, we applied PR.
(Very First!) Rejected after 42 days as of online iEnquiry.
This time is 3rd rejection from ICA.
Yes, although I feel Singapore as my home always, I now get feeling Singapore doesn't want my family anymore as permanent resident yet.

The rejected letter received after 3 days didn't state any mentioned 2 or 3 years after you may apply etc. Just the formal letter only.

I highlighted the relevant sentences. The second one, because of the first.
