Hi,
I am working in Singapore for the past 4.5 years in Java Programming Language. I am interested to do a home based tution in Java and other programming languages. Please advise me of how to proceed further

You could start by posting in message boards in the internet....check the response of people. If the demand is high, you could consider starting it at home or at a rent classrooms (at about $70 fopr 3 hours)...
Trying approaching campus like poly and uni to attract students to your classes ....
