I would like to ask if it is possible to start a business and at the same time live in it as my house at the same time? I'm not referring to turning your HDB (example) into an office but rather the other way round.
Just for explanation sake, say I buy a small land and build a 2 story where I run a business on the ground floor and register as my home on the second.

If it's a storefront operation, it would have to follow zoning restrictions. HDB offices are NOT allowed any Walk in traffic. So any "shop" would have to be in an area that is zoned as mixed commercial/residential.

Still has to be zoned mixed usage development plus you have even more restrictions/licensing to contend with as well.
For zoning matter go to the URA website for a start.
http://www.ura.gov.sg/ and click on Small Businesses and have a go at the three subheadings listed.

you might want to look into shop houses. the residential part can be changed later to commercial use (subject to regular renewals and other T&Cs) when you expand.
buying/renting a shop house is easier than building your own.

It is best you either buy a cluster house or rent a shop houses with lower floor for business and upper floor for residence.
