Short term training in SG, any visa required?

Morning people, I run a little web dev company here in Singapore. I have a new hire in Japan and I'd like for him to spend between 2 ~ 6 months here for some training. It's my first time hiring a foreigner here and I'm not quite sure about the rules. The ICA website had some info but it seemed to be more for long-term hires, expats or cheap labour than for a person in my situation.

Are visas provided for such short periods?
Is it ok to have him here on a tourist visa which we could just renew/extend if necessary?

edit:
I forgot to mention that his salary does not meet the required $3500/mth needed for a work permit.

why don't you look into an internship position for this japanese person?
