As far as I know, from a couple of Indonesians who tried to apply for citizenship, pending means pending. It doesn't mean that pending is a good/bad sign, despite the flavor. I still confuse about "Pending" status, some of thread said that "Pending" is a good sign, is there any option between "Pending" or "Approved"/"Rejected"?
As for ICA more flavor to approved if someone REP has renew, its not make sense to me since they stated 2 years above is eligible to apply, unless they want to collect more money from applicant only.

You're here for five years and are a good/acceptable enough PR to get to keep your REP, you're likely to be approved for citizenship.
