It looks like the location of the Givral Cafe in the Eden Centre, Saigon. It was opposite the Hotel Continental. Hangout of war correspondents, authors, and other shady characters. Unfortunately, I never went into the place.
I hear it is/was slated to be torn down for redevelopment a year or so ago.

Or, Singapore with public assemblies (they were all singing something in unison):
I can never imagine an ad-hoc group of people spontaneously singing something (anything) in Singapore. Even "Happy Birthday" sounds strange and awkward here.
