Neighborhood lights and Sentosa fireworks?

I know there is Orchard but are there any neighborhoods with lights? In America, entire neighborhoods decorate, sometimes in themes. Just wondering if there is anythign like that.

Also, we are planning to go down to Sentosa and heard there were fireworks at 8. Anyone know the best place to see them from?
