No, race isn't the only thing. All races are subject for the axe. Just some moreso than others unless you are really bringing something to the negotiating table. Then it doesn't matter your race. In other words they are going back to what FT was way back when I got my PR nearly 20 years ago before the starting letting any Tom, Hung Low & Navneet come in just to fill up spaces without really bringing anything with them except extended families.
