How to apply EP?

How to apply EP?
I was roaming around the world of Singapore pages from last 3 days.
The confusing part is - self assessment tool says I'm eligible for S pass and EP. When I try to apply for EP-Online, it asks for SingPass If I try to register for SingPass I need SingPassID - DEADLOCK!!!
What the hell is this? May be I don't understand it properly? How can I apply for Employment Pass for 1 year so that I can come there and look for a jobj?
I'm hoping someone helps me here

You get your EP after you find employment. It's up to you to find the employment first. If you qualify for a PEP, you can get one of those before having a job. However, you need someone local to file the paperwork for you. Agencies charge thousands for this, some forum posters here charged a few hundred.yshashidhar wrote:So, how can I come there and search for a job?

Just to be clear, what the self assessment tool really says is that you appear to be eligible for a prospective employer to apply for an S pass or an EP for you. It does not mean that an application would definitely be successful, only that you seem to meet the initial criteria for consideration. @offshoreoildude - Mind your words! I know there might be plenty posts on this, and people like me definitely ask. And people like you with no manners and respect towards other persons opens doors for us to get the job there.
Singapore is not grand pa's a** property!!! I'm not coming to your house and seeking permission to enter &rest in your house. I'm sure, you also went like me long back.

I have visited MOM's site recently, what I understand is I can take EP Certificate (kind of eligibility certificate) now. There after I need to apply for 1-year visa for search in Singapore.
Once I get job/sponsor, I can apply for EP Visa.
Please correct me if I am wrong.

I been there on visit visa long back.. on holiday! that doesn't mean I can't come there again for vacation right.
I was on HSMP visa in UK, I didn't do the renewal. I wanted to apply the same again now. But there's NO visa of such type for UK. (THEY STOPPED ISSUING FOR TIER1 VISA as well).
Come on friends - don't you think 3years is quite sufficient to change things?
Some one told me recently, MOM has stopped issuing EP's and wanted to confirm if that is correct!
