Welcome to Singapore! I found a really friendly playgroup for my 15 month old boy at SA Discovery Centre, Old Fire Station, Upper Bukit Timah called Happy Hub. Met some nice mums there. Hope this helps and good luck. :)

Hi
Welcome, I'm in the Clark Quay area with a 14 month old son.

We have found that meetup.com is also quite good for baby/play date ideas and groups near us.
