HR.
I'm the HR & Finance Manager of a 200+ staff SME so it really doesn't matter in our case, but prior to my arrival 7+ years ago, there was only a HR Exec and an Accounting Exec. Contract negotiations and salaries are a function of the HR department and Payroll is normally a subset of the HR department in order to keep sensitive data in a few hands as possible.
However, there is no hard and fast rule as if the company is small, there may well be a single person doing both. Just like I have access to all of the SME's HR, Payroll & Accounts. So, in reality, it's the function of whoever the MD assigns it to.
