To apply for EP

I am a civil engineering gradutae ,working currently in India.
I would like to move to Singapore, seeking employement.
In this regard, can i apply for EP without any offer from singapore companies?

Or can i apply for PR without having a job in Singapore?

Your only available option is a PEP, but you likely do not qualify. Requirements are here:

Otherwise, the process is to receive a job offer, and the tentative employer will apply for the EP for you. Note that a fresh grad from India does not have the best chance of approval right now.

No you need to have a Singapore-registered company to apply EP for you.

Or can i apply for PR without having a job in Singapore?

No you must have proof of residency (EP) and paid income tax in Singapore and is currently staying in Singapore to do so.

Like zzm said, if you want to enter Singapore without job offer, your option is PEP.
