If your cousin have minimum educational requirement (like SPM or O Level or N Level), go for diploma in culinary skills.

Just Google for the diploma, there are few schools offering that and they are recognised by Singapore WSQ under WSQ-DCA.

It depends how far your cousin wants to go in that line of work. Does your cousin want to be a qualified professional restaurant chef?

The only place I know in SG that offers that course is SunRice. That's assuming your cousin is looking at Singapore.

Cook school costs a heck of a lot less in New York than SG, but that might not be an option. You can look at the website and prospectuses of ICE (Inst. Culinary Edu.) in New York City to get some idea of the various avenues available to an aspiring cook/chef.
