I am looking at a job with our office in Singapore and looking for the best areas to live. My wife and I have 2 girls (1 just started school) and we have a dog. Our office is in Mapletree Business City on Pasir Panjang Rd.
I know Holland V and East Coast from my business trips to Sing but are there any other Expat friendly areas where we can get a dog firendly place and where the rent isn't too massive??

Dog-friendly and Singapore doesn't go together in my opinion. You'll have problem finding a place at all where dogs are allowed!
As for location, my advice is to stay near your kids' school, as you commute easier than them.

A few thoughts...
- Assuming you will send your kids to Australian school, you might want to consider Lorong Chuan area (near AIS) and on the same train line to Pasir Panjang.
- Another option is Bishan Park
condo. I noticed that there is a significant expats crowd staying there and its facing Bishan Park, where there is an area within the park for dogs to run around. Its also not too far from AIS.
