Came across this on the web dated this week. No idea where it is quoting from. So no idea how accurate it might be, but still maybe grist to the mill.

The exact same thing was in the papers. I didn't post it since I figured it would be auto-censored.
Most of this seems like they're just codifying the unofficial policies they already have.
