@zm: oo easy to be abused. They would have to include security bond.
A better way IMHO would be just to add some more privileges for the citizens that would make having and upbringing of a child competitive to the employment.

Funny. Either it's a flaming post or not, although we see the "normal" state on daily basis, does it really boost the birth rate? Is it because of the "abnormal" people? Or is it because of some other reasons? Give us statistics if you have.
