As I understand, spouse of PR can only go for Long Term Visit Pass (LTVP). Whereas spouse of EP holders have to go for Dependent Pass or LTVP in some cases. Based on this criteria I always thought that LTVP carries more weightage since it is linked to PR as compared to DP linked with an EP. However it doesn't seem that is the case.
DP holder seeking employment don't need an EP/SP/WP but just a Letter of Consent (LOC) from MOM. Whereas LTVP have to go through the regular process of applying EP/SP/WP. I feel this is a benefit for DP holders.
I'm not sure why are LTVPs deprived of the LOC facility?

Spouses of SC or PR who have been married at least 3 years are now also able to work using the LoC but on an LTVP. This is a recent change utilized to correct that deficiency. The three year period of marriage is to preclude marriages of convenience. Look for LTVP+ at the MOM site.

Which is better? What is the purpose of the question if the people seeking them have no choice over which they are eligible to apply for?
Ok assuming you are asking purely in a philosophical manner, as opposed to a ‘your advices will help direct me’ manner I’d say the following:
LTVP spouse applicants are now automatically considered for LTVP+ and this has rights to seek employment, perhaps not dissimilar to the DP/LOC (please note that I have not looked into the detail).

It is an interesting question (though now reformed for spouses). I suppose on one hand you have required FT on permits being offered jobs, who won’t move unless their spouses have a possibility to work too. Whereas LTVPs seem to be focused around family, and there is no automatic connection with the betterment of Singapore. Giving someone’s aged grand-parents from India the right to work on their LTVPs is probably not what SG has in mind as contributing towards becoming the Switzerland of Asia.
