Its funny I googled for "Apply for PR" and I came accross the older ICA website in which they still haven't updated the change in requirement of tax statements
This is the old one:

Looks like the 1st website is like a mirror or their QA/testing website, haha

app-stg probably stands for Application Staging, often used for pre-golive/post-QA final testing. All of the content on this one is old. The news feed on the front page was last updated in 2010.
