In-Principle Approval Letter with single entry visa

Question on Mom:

I got the In-principle approval letter from my employer, My queries is about, can i use this In principle approval letter to enter into Singapore, or do i need to have tourist visa to travel and enter into Singapore. Please advice me on this. your help is highly appreciated.

Mine said, "This in-principle approval does not validate the stay of the abovenamed person(s) in Singapore. Prior to the collection of the Employment/Dependant's Pass(es), please ensure that the above named person(s) has a/have valid Social Visit Pass(es) duly endorsed in the travel document(s)."
