You are not de facto resident of Singapore, thus cannot open a Sole-Proprietorship if the proprietor needs to be resident.
Having de jure permanent residency is not enough.
(The case I know was a Partnership, where a PR living abroad was not accepted as Precedent Partner, but I suppose Sole-Proprietorships are the same.)
If you are a PR, then you should have a Singapore address on your blue NRIC card... you must have that address. Use that address. You can't be a PR without having a Singapore address registered.
