Not enough sunlight.
Basically, sunlight induces dopamine production (which aside from being an antidepressant) which stops eyeballs from being too elongated.
Singaporean (and other east Asian) children tend to stay indoors to study and watch TV compared to other children who spend some hours playing outdoors. To contrast, there are practically no near-sighted African children.

Too much time indoors playing computer games and staring at their ipads etc.
Parents wanting their children to grow up with whiter skin or just protecting them from the sun could be the reason for them keeping them indoors here.
Perhaps the rise in other countries such as Britain that was mentioned in the article is a consequence of parents being afraid to let their children outdoors to play due to reasons we are all aware of.
