If the baby is born in Singapore:

If the baby in born in your own country, you will have to get the baby a passport first and apply for the requisite visas just as your wife did.

CPF for Hospital expenses for Maternity only with certain hospitals (all in singapore). Will not be be able to use CPF for foreign medical claims.

Additionally, I'm not even sure you can use your CPF to pay for a non-PR/Citizen. Even if you were, the limitation would be co-pay as their would be no subsidies available for her. Not even the newly reduced subsidies for PR. I cannot find anything regarding the usage of CPF for Non-PR/citizens.

interestingly, I had the same question .. and the answer from a hospital staff was, "Legally married, you can use the spouse medisave for Hospitalisation, subject to daily withdrawal limits"

And the CPF site also says ..

Q: Can I use my Medisave savings to pay for hospital bills incurred by my family members?

A: Yes, you can use your Medisave savings to pay the hospital bills of your spouse, children, parents or grandparents.

Your family members can be of any nationality except your grandparents, who must be Singapore Citizens or Permanent Residents.

I was wondering because he said his wife was going home to give birth but he wanted to use his CPF to pay for it. I didn't think that it was possible. I did a cursory look, but didn't go deep enough because of her going home to give birth. Interesting. But unless the facility is on their list, he cannot. There are not any foreign facilities on the list, so he won't be able to use CPF if she goes home to give birth.

The other thing to note is if she gives birth here, while he may be able to use a small portion of his CPF to pay for it, the bill is going to be at full rates as she will not qualify for any subsidies at all. That may well be enough to break the bank if there are any complications.

Well, my contact in KK qualified a while ago the meaning of 'subject to daily withdrawal limit' .. and it is in line with your wording. She will have to be on Class A Ward - no exceptions :)
