Our
condo has something similar and I usually see kids 4+ years old loving it. My 2.5 year old is little too young for it and initally very scared but now she is attempting to climb on the ropes and play.

It seems quite popular in Singapore for some reason. They revamped the small park near where we live about 10 years ago and put something similar in and I have seen it in quite a few
condos and playgrounds since.
It's OK but my kids always used to complain that there was no slide or swings.....but this IS the land of the 'gifted' child........a normal playground probably doesn't work the correct part of the brain or something.
There has to be some kind of 'enrichment' secret behind this kind of playground - it wouldn't be Singapore without it

Probably also goes along with the modern look of the
condo complexes too... just doesn't seem as fun as slides and swings.
