MOM IPA In Principle Approval, does it guarantee entry ICA

MOM IPA In Principle Approval, does it guarantee entry ICA

Hi All,

A Philippine lady who worked as a DH in Singapore in 2010, tried to re enter in August 2011 but got a refused entry.

At the moment she is in Malaysia, JB trying to find a job in Singapore as a DH.

An agent tried to bring here to Singapore as a tourist today but she was refused entry again.

The agent contacted MOM and ICA last week and both indicated that this Philippine lady has no problems in her record.

Acording to her agent there will be no problem to pass customs next attempt as soon she has an IPA (In Principle Approval) from MOM. (You only get an IPA when the agent already contracted the "new" employer)

An IPA is given by MOM, and has apparently no direct link with ICA.

My questions is the following: With 2x times being refused entry will the immigration still grant her entry when she is going to cross the border carrying an IPA?

Off topic: when she returned to Malaysia. The Malaysian costumes forced here to pay RM100 or otherwise put a "bad" stamp in her passport.

Any help, insights or guidance will be most appreciated :)

She has a 50:50 chance. While MOM can give all the IPA's it wants, it just lets ICA know that they have been vetted by MOM for eligibility to work in Singapore. However, final say on entering the country is by ICA. If they have a beef with her, then they can still refuse her entry. The IPA is not an ironclad guarantee of the right of entry.

I think ICA has something with her, strange enough when the agent contact ICA there is apparently no problem at all.

Is there any smart way to get an entry visa by ICA ... with the IPA already given? This to make sure she does not get rejected at the border again?

On other ways how to minimize the risk of getting rejected ?

Can she go and get a visa from the embassy? I am assuming that when she has been refused she is trying to enter on SVPs.

There was a time I was entering the US repeatedly on ... well, like an equivalent of SVPs. I was never refused entry but was getting increasing questioning every time and it became a nightmare. I resolved it finally by going to the embassy and getting a visa.

Thank you for the tip :) A social SVP is not really an option since when she finds a employer she still has to exit Singapore first. Re-entry will still be a problem.

Also I think getting a SVP when your refused entry 2x is near impossible.

Asean members don't get visa in advance.

If she want to come in minus the IPA, or be safe with ICA, the only recourse for any Asean member who has been refused entry, is to write in to ICA, and seek a no-objection letter, before coming back or she will be denied entry again.

That sounds logical, would normally the employment agency assist with the no-objection letter?

The agency who is going to apply the IPA has the mindset that with an IPA entering Singapore will be a breeze for the FDW. I dont think this is the case, even with an IPA she will be rejected again.

Any agency should be aware of it - and do it, and if they don't do it, they couldn't care less I guess .. and it is their headache if she gets an A-to-A stamped, with an added Wx Stamp !

Well, let me just ask you - what is your concern for this particular FDW ?

Good day! I need your help, I stayed in Singapore as a tourist for 29 days. I just went back last August 13,2016 here in the Philippines because my S pass was still on process. Last Aug 24 my employer told me that my S pass was approved. She send me the copy of my IPA. I am planning to go back to singapore on Sept. 10, 2016. My question is can i enter Singapore with my IPA? are they going to question me? thank you

IPA will usually have a Single Entry visa attached with it. So, read through the IPA fully. With that you can enter Singapore.

Read your IPA and not the website. It may have a section like below

"This letter serves as a single journey visa to enter Singapore. You need to show the entire letter to immigration"

They won't question you unless you have other issues.

From what I see here, you need not worry.

Just remember to have a copy of the IPA and give to the ICA officer when you arrive.
