Which city is best to visit to have fun and to see local life: Phnom Penh or Siem Reap?

Siem Reap. Definitely. Phnom Penh is a large, crowded, dirty city. Interesting in some ways but "fun" is not a word I'd use. Siem Reap has some range of cultural activities and is generally more manageable.
