As has been mentioned previously as you will not have residency status in SG you are restricted to Serviced Apartments and hotels. So I'd focus on the facts at hand and put roommates, apartments, Craig's List out of your mind.

I'd go to your HR and tell them their Housing Allowance is grossly inadequate. Tell them that as you won't have residency you legally have to stay in a serviced apartment or hotel (or company owned accommodation) and give them a range of examples of what those options cost. Then I'd tell them what HA I need, or alternatively you could ask them how they expect you to square the very large gap in the circle.

It is amazing to note that the company itself does not know much about the rules and regulations in SG. Also, would you be the first employee who is being asked to spend 1/3 of your time in SG? You may want to see if the company has previous experience in handling expats and in SG. More than anything else, you'd require some handholding when you arrive in SG if this is your first time. If there is nobody else that the company has in SG, it may be very difficult initial days for you.
