Not sure if you have to be Singaporean / PR only to play.

Anybody who can pony up the flash can partake of the cash.

I won 1st prize way, way back in Dec '91 on 4D. Figured it was time to quit as I quadrupled my outlay over the preceding two years so I quit playing. I haven't played since!.
