Problems faced as a start up Tourist Guide freelancer

Judging by the number of tourists coming to the country I want to become a freelance Tourist guide but when I looked up the web for getting a local licence,the whole procedure sets you back by a year and there is no guarantee if you will get your licence at the end of the exercise.

I have more than twenty years experience in the Service Industry and am brimming with ideas on how make the tourists genuinely happy instead of ripping them off ,which generally is the case with most of the operators.
Can anyone suggest an alternative,faster method of going about this business please.

If you are a foreigner and not PR, you cannot legally work as a freelancer.
