How can I work as an Independent Contractor?

Hi, I'm looking for some direction (before heading down to MOM) on the following: I have a DP and was recently offered a job as an Independent Contractor for an American company. In order to work on a DP, I need the company to submit an LOC but they won't do it because it would require them to claim me as an employee.

I've also looked into a PEP but found that you have to have worked on a P or Q1 for 2 years prior to applying, which I haven't done. Does anyone know of any other options in this situation? I could really use the job and would appreciate the help.
