Epass to SPass question

So my Employment Pass was renewed, but I was given the one-time one-year renewal as stated in the MOM press release about the new criteria. In the event that I do not get a significant pay rise over SGD 3,500, does this mean I will not be eligible to apply for an SPass next year? If anyone has experience switching from and EP to SPass, I would appreciate learning more about it. Thanks!
