Can anyone suggest a good area to look for a rental house in Singapore, not the CBD.

Serangoon is quite reasonable in comparison to most areas.

Without qualifying parameters, the question is rather open ended. Any area that has houses qualifies under the OP's current description of requirements.

I second Chua Chu Kang. Lived there for few years. Cheap, good food, a lot of green areas around.

Ang Mo Kio Street 53 is the best place to rent a
property in Singapore, under the stipulations I have set for myself and not shared with anyone else.
I am guessing that these stipulations are identical to the OPs, hence my confidence in the answer. I can do no more, as the OP has left me no choice.

Actually, no. Most of Singapore is all the same. Your biggest factors will be commute times between the places you need to go.
I'd live at Istana if I could live anywhere I wanted.

That's the point... unlike living in Katy... or Houston (ex Houstonion myself), there are no 'bad' areas, especially when it comes to houses, aka, semi-detached... any neighborhood with housing will be 'desirable'... more or less boils down to where you want to live and how much you want to pay.
