No, it is not true. Contracts exist because phone companies provide you with subsidized handsets and recover their money over the life of the contract.

If you have your own unlocked GSM phone, you can buy pre-paid SIM cards that provide good rates and even data. This may be what you heard of.

Yes, you can get SIM-only plans that have a 1 month minimum period, so you are not locked into any lengthy contract (due to this you will naturally not receive a subsidised handset from them).

Worth noting unless you are SG, PR, or have a work pass, you can only buy pre-paid SIM plans. Can't get the SIM-only plan.

Yep. As Aster said, this is a typical open, post-paid contract with 1 to 3 months restriction or without if you pay all the administrative and sim card costs up in front.
Also it is not necessarily and always about the handset/modem/etc but lower subscription rate and from time to time there are also 6months contracts advertised (I recall some with Singtel bb mobile). You may want to ask the telecom company direcly if they have such options - not necessarily they advertise everything.

Naturally you cannot get it by coming in just as a tourist.
The OP mentioned 6 months so I assume he is not coming here for a short-stay visit.
