There are no public (run by the government) infant care centres. Some are run by non-profit organisations like religious organisations, the party, unions, etc. Others are for-profit companies.
All (even the ones at
International Schools) have local kids and most also have foreigners, but the ratio varies, especially with location.

My daughter is at NTUC, which is the trade union congress and runs the biggest chain of child care centres islandwide. Since it's in the HDB heartland, there are very few foreigners in her school (which we think is good).
