Here's a good place to start looking for the information you need:
http://www.mom.gov.sg/foreign-manpower/ ... fault.aspx
http://www.mom.gov.sg/foreign-manpower/ ... ionprocess
To apply online you need to have a SingPass; I'm not sure how you would go about getting one of these from outside Singapore, or if it is possible. Try searching around the links on the above pages and also using the search function of this site (above and to the right of this text); I'm sure this has been discussed before.

Be careful what you wish for
Re: Query on PEP
One important point to keep in mind - you may (or may not) meet the requirements to apply for a a PEP, but that is not the same as saying you qualify for one. Meeting the eligibility requirements to apply does not imply any kind of entitlement to a PEP - it just means that the MOM will let your your application past the first stage (of many) in their assessment process.sipayichinnodu wrote:i seem to qualify for the PEP of singapore...
I mention this because some folks have unrealistic expectations and then get upset if they are rejected. It's entirely up to the authorities, and if you do search around this site you will see that the chances of securing PEPs, EPs and PR have all drastically reduced over the past year or two.
Just want to ensure that your expectations are at the right level.
