Another way to look at it, since OP is French, how about getting such documentations from the French side? They can register themselves there, can't they?

err .. the Frenchmans partner is in PH. France will not certify their co-habitation in another country .. or no ???

It's worth a shot trying to get documentation in France. I know of a couple here who got such documentation from France--mix was China and France. They got it while living here--and never having lived in France together.
